31. maijā vairākos mediju kanālos, tai skaitā LSM un Jauns.lv, bija lasāms raksts par valdības apstiprināto ziņojumu “Par Jaunuzņēmumu darbības atbalsta likuma īstenošanu”, kā arī tika ieskicētas Ekonomikas ministrijas (turpmāk — EM) ambīcijas attiecībā uz jaunuzņēmumu ekosistēmas attīstību tuvākajos gados. Ir apsveicami, ka jaunuzņēmumu nozare EM ir nozīmīga un tai tiek pievērsta uzmanība, taču mēs, Latvijas Jaunuzņēmumu Asociācija Startin.LV (turpmāk — Startin.LV) vēlamies norādīt uz datu nepilnību, ko EM izmanto savās atsaucēs.

Lasot ziņojumu, mūsu uzmanību piesaistīja atsauce uz Oxford Research Baltics un viņu gatavoto 2022. gada pētījumu “Latvijas jaunuzņēmumu ekosistēmas novērtēšana un pašreizējā stāvokļa identificēšana”. Diemžēl pētījums pasūtīts izpildītājam, kas ikdienā nestrādā ar jaunuzņēmumiem — tā vietā, lai aktīvāk sadarbotos ar Startin.LV, kas dienu dienā strādā ar jaunuzņēmumu jautājumiem un aktīvi tur roku uz ekosistēmas pulsa. Rezultātā ir radušies dati, kas neatspoguļo pašreizējo situāciju jaunuzņēmumu ekosistēmā — un, lai arī patiesībā ekosistēmā statistiska nav tik spoža kā tā tiek pasniegta pētījumā, nevaram klusi un piekrītoši māt ar galvu.

Piemēram, publikācijā minēts, ka “2021. gadā Latvijā darbojās 512 jaunuzņēmumi”, un ziņojumā uzsvērts, ka “saskaņā ar Startin.LV datubāzi, laika posmā no 2020. gada 1. janvāra līdz 2021. gada 30. septembrim pēc kopējiem uzskaites datiem jaunuzņēmumu skaits pieauga vidēji par 20 % (no aptuveni 460 līdz aptuveni 580)”. Šie dati mūsu komandai izraisīja lielu izbrīnu un neizpratni, jo darbs pie Startin.LV veidotās jaunuzņēmumu datubāzes sākās tikai 2021. gada jūnijā, kad tajā tika iekļauti pirmie 100 jaunuzņēmumi. Kopš tā laika datubāzes attīstīšana ir bijis lēns process, kuru Startin.LV nodrošināja ar saviem iekšējiem resursiem, un jaunuzņēmumu ekosistēmas atbalstu. Te gan vēlamies uzsvērt — ir prieks, ka 2022. gada martā Startin.LV saņēma 20 000 eiro atbalstu no deputātu kvotām (liels paldies Reinim Znotiņam), kas deva iespēju uzsākt aktīvāku darbu pie datubāzes attīstības. Šodien Startin.LV datubāzē ir 170 jaunuzņēmumi, un tiek gatavoti iekļaušanai vēl aptuveni 140.

Darbs pie jaunuzņēmumu ekosistēmas datu apkopošanas un analīzes prasa laiku un resursus, bet darām visu iespējamo, lai dati visprecīzāk atspoguļotu realitāti un tajos netiktu iekļauta informācija par uzņēmumiem, kuri neatbilst jaunuzņēmumu definīcijai vai arī atbilst, bet vairs nemaz nav aktīvi. Šāda datu apkopošana un uzturēšana ir ilgstošs process, kur, ņemot vērā jaunuzņēmumu nozares īpatnību strauji mainīties un attīstīties, ir nepieciešams regulāri uzturēt un atjaunot informāciju. Ciešāka sadarbība starp jaunuzņēmumu ekosistēmu un valsts pārvaldi ir ļoti nozīmīga, lai mēs varētu kopīgi nospraust nozares attīstības mērķus un uzdevumus, kuri ir balstīti pārbaudītos datos.

Startin.LV kā jaunuzņēmumu ekosistēmas pārstāvji ļoti novērtē EM iniciatīvas un fokusu uz šīs jomas izaugsmi, tāpēc aicinām turpmāk iesaistīt mūsu organizāciju šādu pētījumu un iniciatīvu realizēšanā, lai sasniegtu vienotu mērķi — Latvijas jaunuzņēmumu attīstību un tēla atpazīstamību pasaulē.

Pozitīvi vērtējam arī EM rakstā pausto uzsvaru uz jaunuzņēmumu nozares attīstību — kopš pagājušā gada pavasara kopīgi ar EM, LIAA un ekosistēmas organizācijām veidojām jaunuzņēmumu ekosistēmas darbības stratēģiju turpmākajiem trīs gadiem un ļoti ceram tuvākajā laikā kopā ar EM kolēģiem to pabeigt.

Opinion of Startin.LV on the recently published position of the Ministry of Economics on the startup sector

On May 31, several media channels, including LSM and Jauns.lv (articles in Latvian), published articles on the Government-approved report “On the Implementation of the Startup Support Law” (accessible here in Latvian), as well as outlined the Ministry of Economics (hereafter — MoE) ambitions regarding the development of the startup ecosystem in the coming years. It is exemplary that the startup sector is important to the MoE and is receiving attention, however, we, the Latvian Startup Association Startin.LV (hereafter — Startin.LV) would like to point out the incompleteness of the data referred to by the MoE.

When reading the report, our attention was drawn to the reference to Oxford Research Baltics and their 2022 study (in Latvian) on the Latvian startup ecosystem. Unfortunately, instead of MoE working more actively with Startin.LV, which interacts with startups regularly and keeps track of any developments in the ecosystem, the study was conducted by an outsourced agency which does not work with startups on a daily basis. It has resulted in data that does not reflect the current situation in the startup ecosystem — and even though in reality the statistics about the ecosystem are not as great as they are presented in the study, we cannot sit silently and nod in agreement.

For example, the report states that in 2021, there were 512 active startups in Latvia; and the publication emphasizes that — in accordance with the Startin.LV database, in the period from January 1, 2020 to September 30, 2021 — the total number of start-ups increased by an average of 20% (from approximately 460 to approximately 580). This data caused great surprise and confusion to our team, given that the work on the startup database started only in June 2021 with the first 100 startup entries. Since then, developing the database has been a slow process that Startin.LV pushed forward using only internal resources and support for the startup ecosystem. Important to note — we were excited and grateful in March 2022 when Startin.LV received support of 20 000 EUR from the minister quotas (many thanks to Reinis Znotins), which gave an opportunity to start a more active work on the development of the database. Today, there are 170 startups in the database, and about 140 more are soon to be added.

Working on the collection and analysis of startup ecosystem data takes time and resources, but we do our best to ensure that the data most accurately reflects reality and does not include information on companies that do not meet the definition of startups or are no longer active. Such data collection and maintenance is a long-term process where, given the peculiarities of the startup industry, which changes and evolves rapidly, it is necessary to maintain and update information on a regular basis.

Close cooperation between the startup ecosystem and the government is essential to effectively set the industry’s development goals and objectives, especially having them based on verified data. Startin.LV, as representatives of the startup ecosystem, highly appreciate the initiatives and focus of the MoE on the growth of this field, therefore we invite further involvement of our organization in the implementation of such research activities and initiatives to achieve a common goal — growth of Latvian startups and thus the image of Latvia on a global scale.

Additionally, the focus on the development of the startup ecosystem expressed by the MoE is something we are really pleased to hear and look forward to achieving together — since last spring, we have been developing a three year (for 2022–2025) startup ecosystem strategy together with the MoE, the Latvian Investment and Development Agency and several ecosystem organizations, and we hope to complete this strategy in the near future.
