Opinion of Startin.LV on the recently published position of the Ministry of Economics on the startup sector<\/strong><\/h1>\n

On May 31, several media channels, including\u00a0LSM<\/a>\u00a0and\u00a0Jauns.lv<\/a>\u00a0(articles in Latvian), published articles on the Government-approved report \u201cOn the Implementation of the Startup Support Law\u201d (accessible\u00a0here<\/a>\u00a0in Latvian), as well as outlined the Ministry of Economics (hereafter \u2014 MoE) ambitions regarding the development of the startup ecosystem in the coming years. It is exemplary that the startup sector is important to the MoE and is receiving attention, however, we, the Latvian Startup Association Startin.LV (hereafter \u2014 Startin.LV) would like to point out the incompleteness of the data referred to by the MoE.<\/p>\n

When reading the report, our attention was drawn to the reference to Oxford Research Baltics and their 2022\u00a0study<\/a>\u00a0(in Latvian) on the Latvian startup ecosystem. Unfortunately, instead of MoE working more actively with Startin.LV, which interacts with startups regularly and keeps track of any developments in the ecosystem, the study was conducted by an outsourced agency which does not work with startups on a daily basis. It has resulted in data that does not reflect the current situation in the startup ecosystem \u2014 and even though in reality the statistics about the ecosystem are not as great as they are presented in the study, we cannot sit silently and nod in agreement.<\/p>\n

For example, the report states that in 2021, there were 512 active startups in Latvia; and the publication emphasizes that \u2014 in accordance with the Startin.LV database, in the period from January 1, 2020 to September 30, 2021 \u2014 the total number of start-ups increased by an average of 20% (from approximately 460 to approximately 580). This data caused great surprise and confusion to our team, given that the work on the startup\u00a0database<\/a>\u00a0started only in June 2021 with the first 100 startup entries. Since then, developing the database has been a slow process that Startin.LV pushed forward using only internal resources and support for the startup ecosystem. Important to note \u2014 we were excited and grateful in March 2022 when Startin.LV received support of 20 000 EUR from the minister quotas (many thanks to Reinis Znotins), which gave an opportunity to start a more active work on the development of the database. Today, there are 170 startups in the database, and about 140 more are soon to be added.<\/p>\n

Working on the collection and analysis of startup ecosystem data takes time and resources, but we do our best to ensure that the data most accurately reflects reality and does not include information on companies that do not meet the definition of startups or are no longer active. Such data collection and maintenance is a long-term process where, given the peculiarities of the startup industry, which changes and evolves rapidly, it is necessary to maintain and update information on a regular basis.<\/p>\n

Close cooperation between the startup ecosystem and the government is essential to effectively set the industry\u2019s development goals and objectives, especially having them based on verified data. Startin.LV, as representatives of the startup ecosystem, highly appreciate the initiatives and focus of the MoE on the growth of this field, therefore we invite further involvement of our organization in the implementation of such research activities and initiatives to achieve a common goal \u2014 growth of Latvian startups and thus the image of Latvia on a global scale.<\/p>\n

Additionally, the focus on the development of the startup ecosystem expressed by the MoE is something we are really pleased to hear and look forward to achieving together \u2014 since last spring, we have been developing a three year (for 2022\u20132025) startup ecosystem strategy together with the MoE, the Latvian Investment and Development Agency and several ecosystem organizations, and we hope to complete this strategy in the near future.<\/p>\n<\/div>\n
